This problem has been a constant topic for as long as I can remember and no amount of comment by the Parish Council has any effect. It is quite clear  that there are unthinking people who just cannot be bothered to behave in a considerate manner so perhaps the time has come to stop ignoring the problem and take action. Might I suggest that the Parish Council request the John Southby Charity to fund two small CCTV cameras that could be placed discreetly around the village and any perpetrators then be quietly appproached and asked to behave in a more social manner.
