The small hall might be suitable for film shows and lectures involving AV if a fully integrated projection and sound system could be installed. The big room would be extremely expensive to properly equip and a smaller dedicated space could be a valuable resource. People love getting together and lectures and films provide a valuable opportunity for them to do so.
It would be wonderful and enriching for many to have live performances at the Village Hall, maybe 2 or 3 a year, from small theatre companies or musicians that do tours and include small village venues. Looking at Quenington Village Hall, they have 'Swing from Paris' and ARKangle's Cider with Rosie in the Spring, and previously have had Murder Most Wilde from the Rain or Shine Company, The Great Cabaret Safari, and Black is the Colour of My Voice (about Nina Simone) which was excellent. I wonder why this doesn't happen, and maybe it is something to do with licensing, or lighting, sound, etc. and possibly this could be overcome quite easily. It is so expensive to see productions at big theatres and this could make it very accessible.
