Due to the volume of traffic and the size of the lorries it is difficult to access the A420 from Buckland crossroads and from the Bampton turn and turn right to Faringdon, and Swindon.
It would I think be a challenging undertaking to install a roundabout at the crossroads because the land dips quite sharply both north and south of the road. Therefore traffic lights should be installed so it would be safer to turn right from Buckland, and to turn right when travelling from Oxford.
At the Bampton turn I believe there would be sufficient space to install a large roundabout, similar to the one where the A415 joins the A420 east of Faringdon. This would result in a safer access to and from Buckland and a safer access to the A420 to and from Bampton.
These suggestions are blue sky, but I think deserve to be included in a forward thinking plan.
From previous experience traffic lights are not welcomed by road engineers as they bring traffic to a halt on a road where traffic is moving at 50mph and this can cause accidents due to unexpected braking.
A roundabout at the Bampton Rd junction was discussed back in the '90s but was rejected at a rather stormy village meeting where the un-looked for level of abuse so annoyewd the regional manager of the Highways Agency that he dropped any further involvement and instead re-directed the available funds to completely re-model the Longcot / A420 junction.
However you are right when you outline the problems we face so I would suggest that a roundabout is essential rather than merely blue-sky thinking.
